Darbe Girişimine İlişkin Broşür

Gümrük ve Ticaret Bakanlığı, FETÖ darbe girişiminin ardından, Türkiye'deki gelişmelerle ilgili uluslararası kamuoyunu doğru bilgilendirmek amacıyla Türkçe ve İngilizce broşür yayınladı FETÖ terör örgütünün 15 Temmuz başarısız darbe girişiminden sonra dünyada başlattığı algı operasyonuna karşılık Bakanlığımız da karşı atağa geçmiştir.Bakanlığımızca, darbe girişimi ve sonrasındaki sürece ilişkin olarak dünya kamuoyunu bilgilendirmek amacıyla soru/cevap şeklinde broşür hazırlanmıştır.Türkçe ve İngilizce olarak hazırlanan broşür;-          Yurtdışında faaliyette bulunan gümrük müşavirliklerimiz/Ataşeliklerimize, konuyla ilgili veya görevleri kapsamında yapabilecekleri tüm görüşmelerde muhataplarıyla paylaşmalarında ya da konuyla ilgili sorulara muhatap olmaları halinde kullanmak üzere,-          Yurtdışına geçici görevle gönderilecek Bakanlığımız temsilcilerine, görevleri kapsamında yapabilecekleri tüm görüşmelerde muhataplarıyla paylaşmalarında ya da katılım sağladıkları toplantı, seminer, eğitim vb. faaliyetler esnasında konuyla ilgili sorulara muhatap olmaları halinde kullanmak üzere hazırlanmıştır.Söz konusu broşürün İngilizcesi, Bakanlığımız İngilizce web sayfasında da yayımlanmıştır.SORULMASI MUHTEMEL SORULAR1- Türkiye'de meydana gelen darbe girişimini kimler hangi amaçla gerçekleştirmiştir? Fethullahçı Terör Örgütü (FETÖ) mensubu bir grup asker, 15 Temmuz 2016 tarihindehükümetimize ve yüce milletimize karşı hain bir darbe girişiminde bulunmuştur. Bumenfur kalkışma, başta Sayın Cumhurbaşkanımızın liderliği ve feraseti olmak üzere;necip milletimizin demokrasiye ve milli iradeye sahip çıkması ve güvenlik güçlerimizinkararlı duruşuyla kısa süre içinde bastırılmıştır. Bu akıldışı kalkışma sırasında ne yazık kisivil, polis ve askerden oluşan 240'dan fazla kardeşimiz hayatını kaybetmiş; 3000'e yakınkardeşimiz ise yaralanmıştır. Söz konusu darbe girişiminin temel amacı, kendi yasadışı ve sapkın düşünceleridoğrultusunda kurmak istedikleri yönetim yapılanmasına izin vermeyen ve bu yöndekiçabalarına karşı insan haklarına saygılı demokratik bir hukuk devleti olarak mücadelekararlılığı gösteren, demokratik seçimlerle işbaşına gelmiş olan seçilmiş meşru hükümetiyönetimden uzaklaştırmak ve bunun yerine kendi sapkın amaç, hedef ve beklentileridoğrultusunda işleyecek yeni bir yönetim ihdas etmektir. Türkiye, maalesef kendi Meclisini, kendi kurumlarını savaş uçaklarıyla bombalayan,silahsız vatandaşına kurşun sıkan, kendi silah arkadaşlarını arkadan vuran hain bir grubunterörüne şahit olmuştur. Bu teröristler aynı akşam Cumhurbaşkanımız ve Başbakanımızasuikast teşebbüsünde bulunmuşlardır. Türkiye tarihinin en kanlı terör hadisesini yaşadık. Darbe girişiminin engellenmesinde en büyük rolü Türk halkı oynamıştır. Halkımız,sokaklara çıkarak, darbeci çetenin tanklarının önünde durarak bu darbe girişimini akameteuğratmıştır. Bu süreçte Türk medyası ve siyaseti tarihi bir demokrasi dersi vermiştir. SiyasiPartilerimizin tümü demokrasimize, milli iradeye ve bunu temsil eden TBMM'ye sahipçıkmışlardır. Darbecilerin teşebbüsleri tümüyle çökertilmiş olup, darbe girişiminde bulunanlar gereklibiçimde cezalandırılacaklardır. Darbe teşebbüsünün arkasında Fethullah Gülen ve ona bağlı unsurlar olduğunda hiçbirkuşkumuz yoktur. Etrafındaki zümre tarafından 'Mehdi' olduğuna inanılan bu kişi halenABD'de yaşamaktadır. ABD makamlarından iade talebinde bulunmaktayız.2- FETÖ terör örgütünün tarihçesi nedir? Ne zaman, nasıl kurulmuş, gelişmiştir? Bu kadarhızlı ve yaygın bir şekilde genişlemesinin altında yatan nedenler nelerdir?Fetullahçı Terör Örgütü (FETÖ), cebir, şiddet ve diğer yasal olmayan yöntemleri dekullanarak Türkiye Cumhuriyeti Hükümetini ortadan kaldırmak veya görevlerini yapmasınıkısmen veya tamamen engellemek, Devlet otoritesini baskı altına almak, zaafa uğratmak,hain menfaatleri doğrultusunda yönlendirmek, alternatif bir otorite ortaya çıkarmak veneticede Türkiye Cumhuriyeti Devletini ele geçirmek amaçlarıyla hareket eden, FetullahGülen tarafından kurulmuş bir terör örgütüdür.1999 yılından beri ABD'nin Pennsylvania şehrinde yaşayan sözde din adamı FethullahGülen'in başını çektiği Fethullahçı Terör Örgütü (FETÖ) olarak bilinen oluşum,1960'lıyılların ortalarından itibaren öncelikle Türkiye'de, arkasından da 1990'lı yıllardan itibarenDünya'nın 100'ü aşkın ülkesinde faaliyet gösteren bir terörist oluşumdur.Söz konusu oluşumun tüm dünyadaki omurgasını terörist yapıya insan gücü kazandırmayıamaçlayan ve bu amaç doğrultusunda faaliyet gösteren eğitim-öğretim kurumları ile sözdehayır dernekleri, okullar, şirketler, medya organları ve diğer sivil toplum kuruluşlarıoluşturmaktadır. Toplam sermayelerinin 100 milyar doları aştığı söylenmektedir.Bu, FETÖ'nün 'görünür yüz'üdür. Arka planda ise, kendi okullarında yetiştirdikleri insanlarıbeyinlerini yıkayarak militanlaştıran, onları hileli yöntemlerle başta ordu, polis ve adaletolmak üzere Türkiye'deki devlet kurumlarına sızdıran, bu militanları aracılığıyla yasadışıdinleme, şantaj, para aklama ve benzeri yöntemlere kalkışan, bu yolla devleti içeriden elegeçirmeye çalışan karanlık bir yapı bulunmaktadır.Amaçları 'ılımlı İslam' görüntüsü vererek, sinsi bir şekilde sadece Türkiye'de değil,Afrika'dan Orta Asya'ya hatta uzak doğuya uzanan geniş bir coğrafyada nüfuz alanıyaratmaktır.Bu oluşum, kendilerine İslam Dinini referans aldıkları iddiasında olan El-Kaide, IŞİD vb.diğer terör örgütlerinden farksız olarak barış, huzur ve kardeşlik dini olan İslam'ın özünüsaptırmak suretiyle oluşturdukları kendi sapkın dini ideolojilerini hkim kılmak amacıylagayrimeşru yol ve yöntemlerle yıllar boyu devletin muhtelif kurumlarına sızmaya çalışmıştır.FETÖ bu amaçları doğrultusunda, başta adli kurumlar, Türk Silahlı Kuvvetleri ve EmniyetTeşkilatı olmak üzere çeşitli kamu kurumlarında hücreler şeklinde yapılanarak faaliyetgöstermektedir.FETÖ bugüne kadar, çok sayıda legal görünümlü illegal faaliyet gerçekleştirmiştir. Buçerçevede örgüt tarafından gerçekleştirilen birçok eylem arasında özellikle; ÜlkemizinCumhurbaşkanı, Başbakanı ve hükümet üyeleri başta olmak üzere iktidar ve muhalefetpartilerinden politikacıların, işadamlarının ve üst düzey bürokratların iletişimlerini kayıtederek örgütün amaçları doğrultusunda kullanmak; kamu kurumları tarafından yapılan seçmesınavlarını manipüle etmek suretiyle örgüt üyelerini kamu kurumlarına yerleşmesini sağlamakve tutuklu örgüt üyelerinin serbest bırakılması için o sırada yetkisi bulunmayan diğer örgütüyesi hkimler tarafından tahliye kararları vermek sayılabilir.Ordudaki FETÖ odakları darbe teşebbüsünden sonra deşifre olmuşlardır, şimditemizlenmektedirler. Polis ve yargı organlarında ve diğer kurumlarımızda da aynı şekildetedbirler alınmaktadır. Bu tedbirler, başta terörle mücadele olmak üzere güvenlik ve istihbaratkurumlarımızın daha da güçlendirilmesini sağlayacaktır.FETÖ sadece Türkiye için değil, faaliyet gösterdiği diğer ülkelerin ulusal istikrarı vegüvenlikleri bakımından da tehdittir.FETÖ'nün bu kadar hızlı ve kolay bir şekilde faaliyet alanını genişletmesinin altında yatantemel nedenler arasında: Örgütün, barış, huzur ve kardeşlik dini olan İslam'ın temel kurallarını kullanarak ve buesasların arkasına sığınarak kendi yasadışı ve terörist amaçlarını çok iyi bir şekildekamufle etmiş olması, İslam toplumları dışında etkinliğini arttırabilmek amacıyla dinler arası diyalog ya da'ılımlı İslam' gibi herkes tarafından benimsenmesi muhtemel ya da en azından kimseninkarşı çıkamayacağı birtakım girişimlerin arkasına saklanması, Faaliyet icra edecekleri ülkelerde üst düzey siyasi ve askeri/sivil bürokrasi ile iyi ilişkilerkurulmasına özen gösterilmesi, ve bu yolla kurulan ilişkiler sayesinde dünyanın öndegelen ülkeleri de dahil olmak üzere faaliyetlerine doğrudan ya da dolaylı olarak desteksağlanması, Öncelikle Türkiye'de, ve ardından da faaliyet yürütülen diğer tüm ülkelerde insanlarındini ve milli duyguları kullanılarak toplanan yüklü miktardaki parasal kaynakların,örgütün sahip olduğu Banka ve diğer finans kuruluşları aracılığıyla örgütün faaliyetleriiçin kullanılması,gibi hususlar sayılabilir.3- FETÖ terör örgütü'nün yasadışı amaçları ne zaman nasıl fark edilmiştir?Uzunca bir süredir bu tehlikenin farkındaydık. Türkiye'deki FETÖ yapılanmasına karşıgerekli tedbirler alınıyordu. Darbe teşebbüsünü, bu yapının Türkiye'de tutunabilmek içinbaşvurduğu son ve en canice adım olduğunu değerlendirmekteyiz.Devletimizin tüm kurumları FETÖ'nün üzerine kararlılıkla gitmektedir.Ordudaki FETÖ odakları darbe teşebbüsünden sonra deşifre olmuşlardır, şimditemizlenmektedirler. Polis ve yargı organlarında ve diğer kurumlarımızda da aynı şekildetedbirler alınmaktadır. TürkToplumunun bu girişime karşı bakış açısı nedir?Bu kalkışmayı sivil vatandaşlar, vatanperver polisi ve askeri ile birlikte önlemişlerdir. Türkmilleti, sokaklara dökülüp darbeye karşı direnişini sürdürerek tarihi bir dayanışma örneğisergilemiştir. Vatandaşlar tankların önünde cesurca durmuşlar ve demokratik düzenisavunmuşlardır.Darbe girişiminin engellenmesinde en büyük rolü Türk halkı oynamıştır. Sokaklara çıkarak,darbeci çetenin tanklarının önünde durarak bu darbe girişimini akamete uğrattılar.Teröristler, devlet televizyonunu (TRT) ele geçirerek ve özel medya kuruluşlarına baskındüzenleyerek mesajlarını yayınlamaya çalışmışlardır. Ancak, darbecilerin medyayı kontrolaltına alma girişimleri sivil vatandaşlarımız, vatanperver polislerimiz ve bu kalkışmaya karşıolan askerlerimiz sayesinde başarısız olmuştur. Darbe girişiminin bertaraf edilmesinde Türkmedyası da önemli bir rol oynamıştır. Ayrıca darbeciler uydu kontrol merkezine saldırıyaparak televizyon yayınlarını kesmek istemişlerdir.Bu süreçte, tüm siyasi partiler, Türkiye Büyük Millet Meclisi üyeleri ve halk, demokrasiyi,demokratik siyaseti, demokratik kurumları ve Anayasa'yı kararlı bir şekilde desteklemişlerdir.Bu süreçte Türk medyası ve siyaseti tarihi bir demokrasi dersi vermiştir. Siyasi Partilerimizintümü demokrasimize, milli iradeye ve bunu temsil eden TBMM'ye sahip çıkmışlardır.Darbecilerin teşebbüsleri tümüyle çökertilmiş olup, gerekli biçimde cezalandırılacaklardır.5- Başarısız darbe girişimi sonrasında Türk halkının meydanlara çıkarak 'demokrasi nöbeti'tutmalarını nasıl değerlendirmek gerekir? Bu nöbetler hangi amaçla yapılmaktadır?Darbe girişiminin engellenmesinde en büyük rolü Türk halkı oynamıştır. Sokaklara çıkarak,darbeci çetenin tanklarının önünde durarak bu darbe girişimini akamete uğrattılar.Darbe girişiminin başarısızlıkla sonuçlanması sonrasında ise yine halkımız yapılandemokratik seçimlerle sandıklara yansımış olan özgür iradesine sahip çıktığını taraflı-tarafsızherkese ilan etmekte ve bu iradeyi şu ya da bu şekilde kesintiye uğratmayı amaçlayan hertürlü teşebbüse karşı da kararlılıkla mücadele edeceğini haykırmaktadır.6- Başarısız darbe girişimi karşısında OHAL kararı başta olmak üzere alınan önlemleri, insanhaklarına dayalı demokratik yönetim ve hukuk devleti ilkeleri çerçevesinde nasıldeğerlendirmek gerekir?Başarısız darbe girişiminden sonra ülkemizde Olağanüstü hal ilan edilmesinden itibarençıkarılan KHK ile tamamıyla Devletin kurumları içerisine sızmış olan FETÖ terör örgütüyleetkili bir mücadele etmek amacına yönelik tedbirler alınmıştır. OHAL ilanı ve bu süreçtekabul edilen KHK'nın amacı, Devletin kurumlarını FETÖ terör örgütü mensuplarındanarındırarak hukukun üstünlüğü, demokrasi ve insan haklarını korumak olup, kararname ilehalkın hak ve özgürlüklerine herhangi bir sınırlandırma getirilmemiştir. Devlet kurumlarınınyapı ve işleyişi ile soruşturmalar ve devlet memurları hakkındaki düzenlemeler ise olağanüstühalin amacına ve şartlarına uygun olup devletin varlığını idame ettirmesi için gereklidüzenlemelerdir.Kaldı ki, soruşturma evresinde cumhuriyet savcısı kararlarına karşı sulh ceza hkimliğineitiraz edilmesinde herhangi bir kısıtlama getirilmemiştir. Bir kısım süre uzatmalar, yetkigenişletmeler soruşturmanın çok yönlü olması ve hakkında işlem yapılan tarafların oldukçafazla olmasından kaynaklı olup olağanüstü hal şartlarında makuldür.Hukukun üstünlüğü, demokrasi ve insan hakları Türkiye Cumhuriyeti Devletinin temelilkeleridir. Yani, Hükümetimiz darbe amaçlı terörist kalkışmayla dahi hukukun üstünlüğünüesas almak suretiyle mücadele etmektedir.7- Başarısız darbe girişimi sonrasında Türkiye'de sosyal, siyasal ve ekonomik hayatta köklüdeğişiklikler yaşanmış mıdır? Yaşanmakta mıdır? Gelecekte bu yönde olumsuz birtakımetkiler olması beklenmekte midir?Başta Sayın Cumhurbaşkanımız ve Başbakanımız olmak üzere, konuya ilişkin yapılanaçıklamalar ışığında, başarısız darbe girişimi sonrasında ülkemizin sosyal ve ekonomikhayatında olumsuz bir gelişme beklenmemektedir. Zira, konuyla ilgili olarak en yetkiliağızlardan verilen bilgiler ışığında: OHAL'in günlük hayat ve iş dünyası üzerinde hiçbir etkisi olmayacaktır. Hükümetin piyasa ekonomisine olan bağlılığı sürmektedir. Piyasa ekonomisi işlemeye ve Türk finansal varlıkları sağlıklı bir şekilde işlem görmeyedevam etmektedir. Türkiye'nin ekonomik politikalarında bir değişikliğe gitmesi beklenmemektedir. Mali disiplin önceliklerimiz   arasında olmaya devam edecektir. Ekonomik reform gündemini karlılıkla uygulamaya devam edeceğiz. Tasarrufların artırılması için gereken adımları hızlıca atmaya kararlıyız. Ülkemizde ilk çeyrek büyümesi %4,8 olarak gerçekleşmiştir. 2016 yılında ekonomikbüyümenin güçlü olacağını öngörüyoruz. Bu süreçten  kurumlarımızın  güçlenmiş olarak   çıkacağına olan inancımızı koruyarakkredi derecelendirme kuruluşları dahil küresel ekonomik çevreleri en iyi şekildebilgilendirmek için gerekli temasları sürdürmekteyiz. Türkiye 2009 küresel krizinden bugüne çok güzel bir performans sergilemektedir. Bubaşarı, olumsuz küresel ortama rağmen sağlanmaktadır. 2016 yılı verilerine bakıldığında Türk ekonomisi %4.8 ile dünyada en fazla büyümesağlayan ilk 5 ekonomi arasında yer almaktadır. Göstergelere bakıldığında, Avrupa ülkelerinin borcu Türkiye'ye göre daha yüksektir.Türkiye'nin GSMH'ya göre borcu %30-32  civarındadır. Avrupa Birliği'nde bu oranortalama  % 116'lar , OECD ülkelerinde ise ortalama %93'ler düzeyindedir. Mali disiplinden taviz verilmeyecektir. Bankacılık sistemi çok sağlam durumdadır. Sermaye yeterlilik rasyosu % 15.5düzeyindedir. Bankalarımız kredilendirmelerindeki kriterlerden taviz vermeyecektir. Ekonomininbüyütülmesine yönelik kredi anlayışı uygulanacaktır. Gerekirse öncelikli alanlardayatırımlar için özel faizler uygulanacak, farkı da Devlet Garanti Fonu'ndan karşılanacaktır. Türk ekonomisi son bir yıl içerisinde 1.1 milyon kişiye istihdam yaratmıştır. 2009krizinden bugüne istihdam sağlanan vatandaş sayısı 7 milyonun üzerindedir. Yatırımcıların orta ve uzun vadede gerçek ekonomiye yatırım yapmalarını sağlayacaktedbirler alınmaktadır. Planımız yatırım, istihdam, üretim ve ihracatı artırmaktır. Üç paket planlanmış ve bunlardan ilki TBMM'nden çıkarak yürürlüğe girmiştir. Şirketkurma kolaylaştırılmakta, kurulum maliyetleri düşürülmekte, menkul kıymetlerin deteminat olarak gösterilmesi imkanı sağlanmakta, Türkiye'nin doğusuna yatırım yapılmasıdurumunda 5-10 yıllık sürelerle vergi yükümlülükleri, sigorta, sosyal güvenlik primlerigibi yükümlülüklerden muafiyet sağlanmaktadır. Türk ekonomisini teşvik bağlamında Çalışma Kanununda esneklik getirdik. HalenUluslararası İş Gücü  Kanunu TBMM'nde görüşülmektedir. AR-GE ve Patent KanunuTBMM Genel Kurulu'ndadır. Çalışma hayatıyla ilgili reform paketimiz olacaktır. Bireyselemekliliği teşvik edecek uygulamalara girilmekte ve bir varlık yönetim fonu dakurulmaktadır. Yatırımlara hız kesmeden devam edilecektir. 26 Ağustos'ta Yavuz Sultan Selim Köprüsü,20 Aralık'ta Avrasya Tüneli hizmete girecektir. 2018'de İstanbul'da dünyanın en büyükhavalimanının ilk etabı hizmete alınacaktır. 2016'da dünyanın en uzun köprüsü olacakÇanakkale köprüsünün temeli atılacaktır. İkili ekonomik ve ticari ilişkilerimizin ileri götürülmesi bağlamında mevcut ikili vebölgesel mekanizmalar ile çatı kuruluşları tarafından yürütülen İş Konseyi, İş Forumu gibiçalışmalar hız kesmeden sürdürülmektedir. Ekonomik ve ticari nitelikli toplantıların ülkemizde yapılması/ileride planlanmasıhususunda herhangi bir tereddüt duyulmamalıdır.8- Başarısız darbe girişimi sonrasında Türkiye'nin temel makroekonomik göstergelerindenegatif yönde kapsamlı bir kötüleşme hissedilmiş midir? Böyle bir değişim öngörülmektemidir?Ülkemizde Piyasa ekonomisi bütün kurum ve kuruluşlarıyla sorunsuz bir şekilde işlemeye veTürk finansal varlıkları sağlıklı bir şekilde işlem görmeye devam etmektedir.Türkiye'nin ekonomik politikalarında bir değişikliğe gitmesi beklenmemektedir.9- Başarısız darbe girişimi sonrasında Türkiye Cumhuriyeti devletinin vatandaşlarınasunmakta olduğu kamu hizmetlerinde herhangi bir aksama, gecikme veya kısıtlamayaşanmakta mıdır?21.07.2016 tarihinden itibaren üç ay boyunca ülke genelinde ilan edilen olağanüstü haldurumu, vatandaşların hak ve özgürlüklerine yönelik tehdite karşı devletin mücadeleedebilmesi amacıyla güvenlik önlemlerini arttırması için anayasal hukuk kurallarıçerçevesinde uygulanacak tedbirler paketidir. Söz konusu önlemler paketi temel hak veözgürlükleri kısıtlayıcı bir husus içermemektedir.Uygulanacak güvenlik önlemleri, Türk vatandaşlarının gündelik yaşamlarını, ülkemizeseyahat edecek ziyaretçilerin seyahatlerini ve tatillerini hiçbir şekilde etkilemeyecek olup,uluslararası turizm hareketlerine ve havayolu trafiğine ilişkin herhangi bir engel teşkiletmemektedir. Tüm destinasyonlarımızda misafirlerimizin tatillerini güvenli bir biçimdegeçirebilmelerine ilişkin olumsuz bir durum söz konusu değildir.10- Türkiye'de yatırım yapmak, iş kurmak, ekonomik faaliyette bulunmak isteyen yerli veyayabancı yatırımcılar açısından söz konusu başarısız darbe girişimi sonrasında kısıtlayıcı,engelleyici bir önlem veya önlemler paketi söz konusu mudur?İkili ekonomik ve ticari ilişkilerimizin ileri götürülmesi bağlamında mevcut ikili ve bölgeselmekanizmalar ile çatı kuruluşları tarafından yürütülen İş Konseyi, İş Forumu gibi çalışmalarhız kesmeden sürdürülmektedir.Ekonomik ve ticari nitelikli toplantıların ülkemizde yapılması/ileride planlanması hususundaherhangi bir tereddüt duyulmamalıdır.Bankacılık sistemi 15 Temmuz öncesi gibi çalışmaktadır. Para transferleri konusundaherhangi bir sorun bulunmamaktadır.Benzer şekilde mal sevkiyatı konusunda da sorun yoktur. Limanlar, havalimanları, yollar,otoyollar, demiryolları ve tüm lojistik altyapının işleyişi aynı şekilde sürmektedir.THY ve diğer havayolu şirketlerimizde uçuşlar normal seyrinde devam etmektedirler.QUESTIONS THAT MAY BE POTENTIALLY RAISED1- Who plotted the coup attempt in Turkey and for what purpose? A group of soldiers affiliated with this Gulenist Terror Organization (FETO) attempted tostage an insidious and vile coup against the Turkish government and the great Turkishnation on July, 15 th , 2016. This heinous uprising was suppressed in a short time notablyby the leadership and foresight demonstrated by our Honorable President; our noblenation's safeguarding of the values of national will and democracy, and by the dignifiedstance of the security forces. Unfortunately over 240 civilians and police officers died andaround 3000 of our brothers and sisters were wounded during this senseless uprising. The main purpose of the coup attempt is to topple the democratically elected legitimategovernment of Turkey that has perseveringly denied the perpetrators of the coup theopportunity to establish a new polity based on their illegal and deviant thoughts, and hasthus taken an unwavering stance against such evil intentions. The coup also aimed toreplace the existing administrative system with a new polity serving the perverse aims,objectives and expectations of the terror organization. Turkey has unfortunately witnessed the terrorist attacks of a group of traitors whobombarded their own Parliament and their own public institutions with combat aircrafts,and fired bullets to the unarmed citizens and even to their comrades in arms. In the nightof the attempted coup, these terrorists also attempted to assassinate the President and thePrime Minister of Turkey. Turkey has experienced the most bloody terrorist incident of her history. The Turkish people have played a major role in hindering the coup attempt. Taking tostreets, the people stood up against the tanks of the gang of coup plotters and overturnedthe coup attempt. The Turkish media and politics have given a good lesson of democracy during thisprocess. All of the Turkish political parties have safeguarded the values of national willand protected the Turkish Grand National Assembly as a representative of this will. The attempts of the coup plotters have been entirely overturned and the coup plotters willaccordingly be imposed appropriate penalties. We have no doubt that Fethullah Gülen and his affiliates are behind this coup attempt. This person believed to be the 'Mahdi' by his disciples currently resides in the USA. What are the underlying reasons of its rapid andwidespread expansion?The Gulenist Terror Organization (FETO) is a terrorist organization founded by FethullahGülen with a view to abolishing the Government of the Republic of Turkey or partially orentirely obstructing government duties by resorting to compulsion, violence and other illegalmeans; suppressing; weakening and guiding the state authority towards malicious interests;establishing an alternative authority and eventually destroying the Turkish State.The organism known as Gulenist Terror Organization (FETO) led by the so-called clericFethullah Gülen who resides in Pennsylvania /USA since 1999, is a terrorist organizationwhich launched its activities by mid-1960 and has been operating in over 100 countries asfrom 1990s.The training-education institutions, the so-called charitable societies, schools, companies,media organizations and other relevant NGOs are the global backbones of the organization incharge of recruiting man force. It is said that their total equity exceeds 100 Billion USD.This is however only 'one side of the coin' for FETO. On the other side of the coin is a darkorganization brainwashing and creating militant students in its schools and using fraudulentways to infiltrate these militants into the military, police and justice department and otherrelevant governmental agencies in Turkey and resorting to warrantless wiretapping,blackmailing, money laundering and similar illegitimate methods with an ultimate goal ofcapturing the State from within.Their ultimate goal is to prevail not only in Turkey, but over a large region stretching fromAfrica and Central Asia to even the Far East by pretending to withhold 'moderate Islam'.Indistinguishable from other terrorist organizations as Al-Qaeda, ISIL etc. which are claimingto take Islam as a reference, this organism has attempted to infiltrate into various institutionsof the government through illegitimate ways and methods with a view to ensure that itsdeviant religious thoughts prevail over, by means of distorting the genuine image of Islam asthe faith of peace, serenity and fraternity.In line with these goals, FETO operates under a cellular structure within several publicagencies notably the Judiciary institutions, the Turkish Armed Forces and the Security.In guise of a legal organization, FETO has conducted several illegal activities to date. Amongsuch illegal actions committed by the organization are recording and exploiting theconversations of the President, Prime Minister and members of the cabinet as well as thepoliticians of the ruling and opponent parties, businessmen and high level bureaucrats;recruiting the members of the organization at public institutions and having the FETO-affiliated and unauthorized judges to deliver a judgment of release of the arrested members ofthe organization.The military FETO-affiliates have been exposed and uncovered following the recent coupattempt and are now being purged of public service. Relevant precautions are currentlyapplied in the police department, judiciary and other public agencies. These precautions willfurther bolster and strengthen the capacities of the security and intelligence departmentsnotably in combating terrorism.FETO poses a threat not only for Turkey, but also for the national stability and security of theother countries where it operates.The following may be cited as the fundamental reasons underlying the rapid, easy andwidespread expansion of the activities of FETO: exploiting the fundamental rules of Islam as a faith of peace, serenity and fraternity anddexterously camouflaging its illegal and terrorist goals by taking shelter behind theIslamic tenets; hiding behind the widely-acclaimed initiatives as interfaith dialogue or 'moderate Islam'with a view to expand the scope of its activities in non-Muslim communities; paying special attention to the establishment of good relations with the higher levelpolitical and military/civil bureaucracy in the countries it is to operate; and receivingdirect or indirect support from leading nations of the world by use of such relations; using the substantial amount of monetary sources collected in Turkey and other countriesby exploiting the religious and national sentiments of the people, for the execution of thethe main activities of the organization and through the banks and other finance institutionsof the organization.3- When and how were the illegal purposes of FETO noticed?We have been aware of this peril for a long time. Appropriate measures were taken againstFETO in Turkey. We consider the coup attempt as the very last resort and the most feloniousstep taken by the organization to cling onto power in Turkey.Currently, the entire institutions of the Turkish State are resolutely fighting FETO.The military FETO-affiliates have been exposed and uncovered following the recent coupattempt and are now being purged of the public service. Theystood up courageously against the tanks and advocated the democratic order.The Turkish people have played the major role in hindering the coup attempt. Taking tostreets, the people stood up against the tanks of the gang of coup plotters and disrupted thecoup attempt.The terrorists captured the state broadcaster TRT and made sudden raids on the private mediainstitutions and thus tried to transmit their messages. However, the attempts of the coupplotters to take the media under control failed with the help of the civilians, patrioticpolicemen and soldiers. Therefore, the Turkish media has played a major part in rebuffing thecoup attempt. The coup plotters also attacked the satellite command center and tried to cut offthe broadcast.The entire political parties, the members of the Turkish Grand National Assembly and thepeople have decisively upheld and supported democracy, democratic politics, institutions ofdemocracy and the Constitution.The Turkish media and politics have given a good lesson of democracy during this process.All of the Turkish political parties have safeguarded the values of national will and protectedthe Turkish Grand National Assembly as a representative of this will.The attempts of the coup plotters have been entirely overturned and the coup plotters willaccordingly be imposed appropriate penalties.5- How should we comment on the rallying of the people in squares, known as 'democracywatch' in the aftermath of the failed coup attempt? Taking tothe streets, the people stood up against the tanks of the gang of the coup plotters and therebydisrupted the coup attempt.Following the failed coup attempt, our people declared everyone, be they partial or impartial,that they have safeguarded and protected the free will manifested in the ballot boxes; and havecried out in one voice the determination against any evil attempt in suspending national willby some means or other.6- How should we elaborate on the precautions taken against the failed coup attempt, notablythe decision of declaring a state of emergency, particularly within the framework of theprinciples of a democratic government based on human rights and rule of law?Measures were taken to effectively combat against the FETO-affiliates that infiltrated into theinstitutions of the Turkish state, by virtue of the Statutory Decree issued pursuant to the Stateof Emergency declared after the failed coup attempt. The main purpose of the declaration ofthe state of emergency and the duly adopted Statutory Decree is to purge the State of theFETO-affiliates and protect the rule of law, democracy and human rights. The Decree has notimposed any restrictions on any rights and liberties of the people. The current structure andfunctioning of the governmental agencies, initiated investigations and the regulations on thepublic servants are compatible with the objectives and circumstances of the state ofemergency and have been launched for the continuation of the State.Besides, no restriction was imposed on filing an objection at the penal court of peace againstthe decisions of the chief prosecutor in the course of the launched investigation. Certainprolongations and expansion of existing authorities during this process are due to themultidimensional investigations and the higher number of the parties about whom a legalaction was initiated. Given the conditions of the state of emergency, such measures arereasonable.Rule of law, democracy and human rights are the main principles of the Republic of Turkey.In other words, our Government will combat against the terrorist uprising by taking the rule oflaw into consideration.7- Has Turkey experienced radical changes in social, political and economic fields in theaftermath of the failed coup attempt? Should we expect any negative impacts of suchchanges in the future?In the light of the statements made by relevant authorities, notably our Honorable Presidentand Prime Minister, no negative impacts on social and economic fields are expected due tothe failed coup attempt. This is because of the following facts precisely addressed by thehighest authorities: The State of Emergency will not have any impacts on the daily life and business world. The government will remain committed to free market economy. The market economy continues to function and the Turkish financial assets being traded ina sound manner. No amendment is expected in the economic policies of Turkey. Fiscal discipline will remain to be a top priority of the government. We will continue to resolutely implement the agenda of economic reform. We are determined to take rapid steps towards increasing the level of our savings. Turkey grew by 4.8% in the first quarter. We are expecting a robust economic growth ratein the year 2016. Keeping our faith that the governmental institutions will be further strengthened as a resultof this process, we will carry out necessary contacts to better inform the global economiccycles, including the credit rating institutions. Turkey has displayed a great performance since the financial crisis of 2009. This successwas achieved despite the negative economic environment. As per the data of 2016, the Turkish economy ranks among the list of the top 5 fastestgrowing economies with a growth rate of 4.8%. The indications prove that the level of the debts of the European countries outruns thedebts of Turkey. Government debt as percentage of GDP is around 30-32% in Turkey.This level is around 116% in the EU and 93% in OECD countries. No concessions will be made on fiscal discipline. The banking system is remarkably strong. Capital adequacy ratio is around 15.5%. The Turkish banks will not make any concessions on the rating criteria. A credit approachtowards economic growth will be implemented. Special interest rates will be applied onprioritized investments and, if necessary, the resulting difference will be met through theGovernment Guarantee Fund. The Turkish economy generated an employment for 1.1 million people in the foregoingyears. The number of people employed ever since the financial crisis of 2009 is over 7million. Measures are taken to ensure that the investors invest in real economy in the medium andlong terms. Our plan is to raise investment, employment, production and exportation. Three packages were planned and first of these packages was adopted by the TurkishGrand National Assembly and duly took effect. The establishment of companies is beingfacilitated; the costs of incorporation are reduced; securities may also be pledged ascollaterals and 5-10 year exemptions are granted for taxes, insurances, social securitypremiums for the investments in the eastern part of Turkey. The current Labor Act was granted a flexibility for incentivizing the Turkish economy.The International Labor Force Bill is currently on the agenda of the Turkish GrandNational Assembly. The R&D and Patent Bill has been referred to be voted at the GeneralAssembly. There will be a reform package relating to work life. Initiatives are taken toincentivize individual pension and an asset management fund is established. The investments will incessantly continue. Yavuz Sultan Selim Bridge and the EurasianTunnel will be put into service on August 26 and December 20, respectively. The firststage of the largest airport constructed in Istanbul, will be put into service in the year2018. The foundations of the Çanakkale Bridge, as the longest bridge on earth, will be laiddown in 2016. The Business Council, Business Forum and related initiatives conducted by the currentbilateral and regional mechanisms and umbrella organizations will continue to functionwith a view to further enhancing the bilateral economic and commercial relations. No one should hesitate in organizing/planning economic and commercial meetings inTurkey.8- Has Turkey experienced a comprehensive aggravation in its basic macroeconomicindications following the failed coup attempt? Is a worsening of such indicators expected inTurkey?With all its institutions and organizations, the free market economy continues to properly andsmoothly function in Turkey and the Turkish financial assets are traded in a sound manner.No amendment is expected as regards the economic policies of Turkey.9- Have the Turkish citizens experienced any setbacks, delays or restrictions of the publicservices provided by the Government of the Republic of Turkey, in the aftermath of thefailed coup attempt?The 3-month state of emergency declared at a nation-wide basis on 21.07.2016 accounts for apackage of measures applicable under the constitutional rules and enables the government toelevate security measures with a view to effectively fight any threats against the rights andliberties of the citizens. The package of measures does not contain any provision to restrictfundamental rights and liberties.The applicable security measures will in no case have an impact on the daily lives of theTurkish citizens or on the visits of vacations of international visitors and will not precludeinternational tourism or airway traffic. On the other hand, the package also does not imposeany negative conditions hampering our international guests to have a secure vacation at anytourism destinations of Turkey.10- Will the local or international investors intending to invest, start a business and engage ineconomic activities in Turkey face any restrictive and preclusive package of measures?The Business Council, Business Forum and related initiatives conducted by the currentbilateral and regional mechanisms and umbrella organizations will continue to function with aview to further enhancing the bilateral economic and commercial relations.No one should hesitate in organizing/planning economic and commercial meetings in Turkey.The banking system continues to function as was the case before July 15 th . No problem existsas to money transfer.No problem exists as regards the consignment of commodities. The ports, airports, highways,railways and the entire logistics infrastructure continue to function properly.Turkish Airlines and other airlines are carrying on their scheduled flights.
